What 𘜣 means

A dictionary cross-reference lands on “rapid speed.”

Index 6034 points to entry 2520; surrounding Tangut text supplies the full word's sense.

Why does Tangut writing look like Chinese?

Chinese writing influenced its design, but Tangut is separate.

Emperor Li Yuanhao ordered it in 1036 as part of state-building for Western Xia (Xixia), including translation of Buddhist scriptures. The Khitan, a neighboring people, had made two scripts about a century earlier and served as a model. Tangut books also translated Chinese classics and secular works.
