What 𘝈 means
A Tangut dictionary glosses it as instructing or entrusting someone.
The gloss points to telling someone what to do or placing a task in their care; the surrounding sentence decides which translation fits. Tangut characters record words in their own script, so the strokes alone do not reveal the meaning.
Why does 𘝈 look like Chinese?
Chinese influenced Tangut writing, but it remains a separate script.
The Tangut script was created around 1036 under the first Western Xia ruler. It gave the Tangut language a writing system for government records, education, and Buddhist texts, including translations of Chinese and Tibetan works. The earliest transmitted example cited in Tangut scholarship is an official document sent to a military inspector in Guazhou in 1072.
Tangut writing continued after the Mongol conquest in 1227; the latest known example cited in scholarship is a Buddhist inscription from 1502. Chinese supplied the main visual model, while neighboring Khitan scripts were considered during its design. Those influences explain its square appearance without making the script Chinese.

Its Chinese-inspired shape does not make it a Chinese character.

2Why is 𘝈 a box?
A font may lack Tangut coverage and show a box or replacement mark instead. Choose a font that includes Tangut glyphs to display it.
Can 𘝈 replace Chinese 嘱?
No. 嘱 is a Chinese translation gloss for this Tangut word, not an alternate form of the Tangut character. Use it when writing Chinese.
