What 𘝚 means
Its dictionary gloss is “to steal.”
The Tangut verb is listed under lexicographic index L5817. Tangut writing was developed about 1036 CE for Western Xia, also called Xixia. It served government, private writing, and Buddhist texts. Its structure drew on Chinese writing, but Tangut was a separate script. It outlasted Western Xia and became obsolete by the end of China's Ming dynasty.
A historical Tangut word, encountered in historical or scholarly writing.
Chinese influence on Tangut structure does not make this Chinese writing.

1Why does 𘝚 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
