What 𘝴 means
It is glossed as “trade” or “sell.”
A Tangut dictionary indexes it under “trade,” and a Tangut verb list also glosses it as “sell.” This is a Tangut-script character; Tangut writing uses some Chinese-style components and may also have been influenced by the Khitan script. Its characters combine parts that hint at meaning with parts that hint at sound.
The script was used for official and cultural writing in the Western Xia state. Accounts credit Yeli Renrong or Li Deming with devising it, but the attribution is disputed. The script was disseminated in 1036; that date does not establish when this character first appeared.

1Why does 𘝴 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
