What ꒔ means
It is a dictionary index for Yi syllables.
Radical 4 groups signs by a shared shape part, like radical indexes in Chinese dictionaries. Each Yi sign writes a spoken syllable; ꒔ sorts the signs.
Yi script origins are disputed; its earliest securely dated surviving evidence is a 1485 inscription on a bronze bell. Liangshan’s standard was devised in 1974 and promulgated in 1980, standardizing regionally varied Yi writing. These are script dates, not ꒔’s origin.
A dictionary index mark for Yi syllables, not conversation.
꒔ is not the sign for “one”; that is ꋍ.
