What ꀅ means
It marks a syllable, not a standalone English gloss. In Liangshan Yi, also called Nuosu, its reading is iex: an open “eh” sound with rising pitch. The Latin spelling gives the sound; read the full Yi word for its translation.
Yi writing developed in regional traditions. Some claimed inscriptions are dated to the Western Han period; surviving paper and sheepskin texts reach around 1500. Ritual specialists used traditional books for religious, magical, medical, and genealogical knowledge. The Liangshan standard was devised in 1974 and promulgated in 1980. It developed independently of Han Chinese and neighboring scripts, though modern Yi writing borrows Chinese punctuation.

1Why does ꀅ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
