What ꈻ means
It marks a spoken Yi syllable, including its pitch.
Nuosu, a Yi community, credits Aki, a culture hero, with creating Yi writing; the oldest dated surviving inscription is on a bronze bell from 1485. Before standardization, local Yi forms varied. Priests copied Yi books for religious, magical, medical and family-history uses. Traditional Yi writing is a distinct script tradition, not Han characters repurposed for Yi. The Unicode syllabary follows Liangshan Yi, not every Yi dialect. A Latin-letter scheme for Liangshan Yi appeared in 1956; its syllabary standard was devised in 1974 and promulgated in 1980 to support literacy.

1Why does ꈻ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
