What ꉬ means
It is the Nuosu numeral five, romanized as nge.
Modern Liangshan Yi writes one spoken syllable per character. The standard grew from older Yi writing, whose regional signs could represent words or ideas and were distinct from Chinese characters.
Before the Liangshan standard, village priests passed local Yi manuscripts on for ritual, divination, medicine, and genealogies. A bronze bell bears the oldest securely dated Yi inscription (1485). The Liangshan standard (devised in 1974; officially promulgated in 1980) promoted literacy and print for Liangshan Yi, not all Yi varieties.
