What ꄠ means

It represents a spoken syllable, not a standalone message.

Yi Pinyin, the standard Latin-letter spelling system for Yi, writes it tiep; final p marks a low falling tone. Older regional Yi forms, called Cuan or Wei, appear in religious, medical, magical, and genealogical texts used by bimo (Yi ritual specialists). A bronze-bell inscription from 1485 is the oldest securely dated surviving example of Yi writing; earlier origins are debated. The Liangshan standard was devised in 1974 and promulgated in 1980 for literacy and newspapers; other Yi dialects use different forms.

In Yi text, this is ordinary writing; it does not mark the writer’s mood.
