What ࣾ means
It marks Yakan’s “o” vowel in Arabic-script writing.
Yakan is a language of the Philippines. A 2010 proposal to add Arabic-script signs for African and Asian languages includes a sample of this mark from Kitab Injil, a Yakan publication from 2001. Its “o” value is specific to documented Yakan Arabic-script writing, not a general rule for Arabic-script text.

1Questions people ask
1Why does ࣾ show as a box on some devices?
Not every system ships a font for the Arabic Extended-A block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
