What ﭔ means
For ordinary text, enter ٻ and let shaping choose the form.
The nominal letter ٻ is the text identity; ﭔ is its fixed initial joining shape. Use the fixed form only when a legacy file, test, or other system requires that exact character.
On GNOME/GTK, press CtrlShiftU, release it, type FB54, then press Space or Enter. On macOS, enable Unicode Hex Input and hold Option while typing FB54. In Word or Outlook, type FB54 and press AltX.
Is ﭔ a separate letter from ٻ?
No; it is a fixed shape of the same letter.
Unicode maps ﭔ to the nominal extended-Arabic letter ٻ . Arabic letters change shape as they join: this is the form used at the start of a joining run. It does not add a sound or meaning.
In Sindhi, ٻ represents /ɓ/, a b-like sound made with inward airflow, and is distinct from ب /b/. Saraiki's Shahmukhi script uses ٻ for /ɓ/, drawing it from the extended Sindhi letter set. Sindhi's added dotted letters adapt Arabic writing to sounds in the language. One history traces Arabic-Sindhi writing to the early Arab era; another identifies a Sindhi Manzoomia dated 1067–1069 AH as its oldest specimen discussed. The Arabic-Sindhi standard was introduced under British administration in 1853.
A technical character for Sindhi or Saraiki text systems that need this exact shape; ordinary writing uses ٻ.
In ordinary text, ﭔ stores a chosen shape instead of the letter identity.

1Why does FB54 look different in different fonts?
Font coverage and outlines vary. Some fonts omit Arabic Presentation Forms-A characters, while others draw them differently; that does not change the character's identity.
