What ࢮ means
The writing tradition decides its sound. In Belarusian Arabica, ࢮ marks dz, the sound at the end of “beds.”
Belarusian Tatars adapted Arabic script to write Belarusian and Polish. The script developed over time, and this letter appears in 16th–19th-century handwriting; ࢯ is described as its ts companion.
A 2022 Unicode proposal documents ࢮ as an alternative for /ɖ/ in Pegon, a tradition for writing Malay with Arabic script. Its three dots are part of the letter itself; fonts can draw its outline differently.
This letter belongs to particular Arabic-script writing traditions; its sound depends on which one you are reading.
