What ﮔ means
It represents /g/, a sound Persian needed to write.
Persian adapted the Arabic script with gāf for /g/, which Arabic lacked. An early surviving New Persian note in Arabic script is dated 905 CE; Persian writing still used kāf for gāf into the 12th century.
The base letter گ is gāf. ﮔ is its initial joining shape, used when the letter joins from the beginning of a sequence.
How is ﮔ different from گ and ک?
گ is the base gāf, while ﮔ is its initial-position form. ک is kāf, a different letter for /k/. Some Persian calligraphic gāf designs have resembled kāf, but that visual history does not make the letters interchangeable.
Let the font shape گ
For ordinary Persian text, use base گ; Arabic-script shaping selects the form that fits its position. ﮔ is a compatibility character kept for exact or legacy data.
Compatibility normalization can change ﮔ to گ without changing the reading. A text field may therefore retain the base letter and display an initial-shaped glyph according to context.
A technical text form for language data, font tests, or legacy records; ordinary Persian writing uses the base letter.
