What ﮋ means
It is a stored form of Persian ژ, not a separate letter.
Persian texts in Arabic script survive from the late 9th to 10th centuries; the oldest surviving New Persian manuscript in that script, Ketāb al-Abniya, was copied in 1056. Persian adapted Arabic writing because Arabic lacked /ʒ/: early spellings used the nearest existing letter, ز, and later dots distinguished it as ژ. The same adaptation added پ (/p/), چ (/tʃ/), and گ (/g/). In Persian, ژ is pronounced /ʒ/, like the middle consonant in the English word “treasure.”
Should I type ﮋ or ژ?
Use ژ for new Persian text.
ﮋ stores the final glyph as a separate character, while ordinary text stores the base letter and lets a shaping engine choose its connected form. Unicode keeps presentation forms chiefly for compatibility with older encodings. Because ﮋ stays pre-shaped, software expecting ژ may handle it differently.
An encoding form of Persian zheh, with no separate sound or message meaning.
For new Persian text, use ژ; software may handle this separately encoded final shape differently.

1Why does ﮋ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
