What ﯞ means
It is the standalone display form of the letter ۋ. This exact character is a presentation form, not a separate alphabetic sound.
Arabic script has been used to write Turkic languages in Eastern Turkistan since at least the 11th century CE, alongside older Uyghur writing. Its adoption followed growing Islamization and Persianate script influence, adapting the script to write Turkic sounds.
The base letter is U06CB ۋ. Its final presentation-form counterpart is UFBDF; ordinary Arabic Waw و is a different letter.
How do I type this exact form?
For ordinary text, enter ۋ. Arabic shaping chooses the isolated, final, initial, or medial display from the letter’s position. Use UFBDE itself only when a task specifically requires that presentation-form code point, such as a code-point test.
Does “Ve” mean v or w?
Uyghur and Kazakh transliteration tables map ۋ to w. “Ve” is the English Unicode label, not a reliable guide to how the letter is romanized in those languages. The separate letter ڤ is based on fā, while ۋ is the Central Asian letter based on Waw.
Technical and language-specific; alone, it reads as a letter sample.
The label “Ve” does not settle its sound; Uyghur and Kazakh transliteration maps ۋ to w.

1Why does ﯞ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
