What ؕ means
It marks a preferred Qur’anic pause, not a spoken letter.
The convention differs across editions and traditions. A 2001 Unicode proposal describes it as a phrase break in Urdu Qur’anic writing; a 2006 proposal relates Iranian use to the Arab-world pause sign ۗ; a 2025 proposal connects the corresponding Indo-Pak form above a letter with waqf muṭlaq, where pausing is preferred. These records date descriptions of use, not the mark’s invention.
Is ؕ a letter or a pause mark?
Here, it is an annotation, not a consonant.
The Urdu letter ٹ includes an element resembling ط, the full-size Arabic consonant; the whole Urdu letter represents a consonant made with the tongue curled back. In Qur’anic notation, ؕ instead marks a pause.
Formal, specialist Qur’anic notation; it belongs in a mushaf or Arabic-script study text.
Do not pronounce it as a consonant.

1Questions people ask
1Why does ؕ look different in different fonts?
Its height and attachment depend on the font and base letter because it is a combining mark. A sample shown alone may float; that display does not change its recitation function.
