What ㆢ means
It marks a starting consonant in Taiwanese Zhuyin. Taiwanese Hokkien spellings use ㆢ for a consonant sound, not a full syllable. Add the vowel-and-ending part (called the rhyme) and a tone mark: ㆢㄧ is a documented spelling for 二, “two.”
Mandarin Zhuyin is a set of sound symbols used to annotate Mandarin pronunciation; the Taiwanese extension added sounds its base set could not represent. Quanzhou readings begin with a brief d-like stop before a buzzy hiss made near the front of the mouth; Zhangzhou readings use the hiss without that stop. The Taiwanese phonetic extension is dated 1946; the design for Southern Min (Minnan) and Hakka is dated 1948.
