What ㆲ means
It marks the Taiwanese ong ending of a syllable.
In Taiwanese Phonetic Symbols (TPS), used for Taigi (Taiwanese Southern Min), ㆲ writes the rime: an open-o vowel followed by the nasal sound made at the back of the mouth, [ɔŋ]. A rime is the vowel and any ending sound after a syllable's opening consonant.
ㆲ's sound is the open-o vowel ㆦ plus the nasal element ㄫ, written together as one rime. Mandarin Bopomofo was created in 1913 and released in 1918. Taiwan's added phonetic symbols were developed in 1946; Unicode dates the Minnan/Hakka extension's design to 1948.
It is specialist sound notation; the surrounding syllable or language gives it context.
In casual chat, a bare ㆲ may look like a typo rather than a message.
Drift: In 2006, Taiwan's Ministry of Education published a separate Minnan writing system using Roman letters. Taiwanese Bopomofo is one phonetic notation route among several.

2Why does ㆲ show as a box?
The font lacks this character. Use a font with Bopomofo Extended coverage; fonts can draw the same Unicode character differently.
Can a Mandarin Zhuyin keyboard type ㆲ?
Not with the basic Mandarin set alone. Use a Taiwanese Bopomofo input method or its extended-symbol layout.
