What ㆳ means
It marks a nasalized i vowel in Taiwanese phonetic spelling. Bopomofo, also called Zhuyin, is a set of symbols for writing sounds. In a Taiwanese Hokkien syllable, ㆳ marks the nasalized vowel beside the consonant and tone mark.
The Taiwanese Phonetic Symbols system is linked to Chu Chao-hsiang's design in 1946; Unicode dates the Minnan and Hakka extension set to a design from 1948.
These extensions let people write Minnan and Hakka sounds and place pronunciation notes beside Han characters. Mainland China adopted Hanyu Pinyin in place of Zhuyin for Mandarin instruction in 1958, while Taiwan retained Zhuyin and developed local extensions.
How do I type ㆳ?
Use an input method that includes Taiwanese Bopomofo extensions. A standard Mandarin Zhuyin keyboard may not include this letter; for regular use, choose one that explicitly supports Taiwanese Phonetic Symbols.
An Academia Sinica extension-layout guide from 2012 maps the nasalized-i key to Shiftu and Taiwanese tone marks to F1–F9. This mapping belongs to that layout; if the displayed form differs, check writing orientation and font support before changing the spelling.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
