What ㆧ means
Use a Taiwanese phonetic input method that supports extended symbols. Check that method’s keyboard layout for the assigned key; there is no single Unicode shortcut. The 2012 WSL Taiwanese phonetic input method is one layout-specific example.
What sound does ㆧ mark?
It marks a nasalized “onn” vowel sound. In Taiwanese phonetic notation, it is a syllable-rhyme sign: it records a sound used in a syllable rather than representing a whole word. Its counterpart ㆦ marks the related non-nasalized sound.
Bopomofo began as a pronunciation and literacy aid for Mandarin. The system was created in 1913 and released in 1918. Extended symbols were later used to write sounds in Minnan (including Taiwanese Hokkien) and Hakka; a Taiwanese dialect system using them is documented in 1998.
How is ㆧ different from ㄛ?
ㆧ is an extended nasal-vowel sign; ㄛ is in basic Mandarin Bopomofo. The crossed ending on extended nasal-vowel signs marks a pronunciation distinction. A 2018 Unicode proposal notes that a font that flattens this mark can make the distinction harder to see.
A technical phonetic sign used in Taiwanese notation; it marks a sound within a syllable.

1Questions people ask
1Why does ㆧ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
