What ╏ means
It builds a dashed vertical divider in a text diagram. Each cell holds two heavy vertical strokes with gaps; stack the cells to extend the divider or border.
Unicode's box-drawing set draws on older computer, national, and industry standards. These lines served fixed-width tables and borders, including the IBM PC character set Code Page 437, Videotex services showing text and simple graphics on television, and terminal graphics. Similar lines do not prove a system used this exact form.
The gaps are intentional. A proportional font can make repeated cells look uneven; a font without this character may show a replacement box.

1Questions people ask
1Why does ╏ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
