What │ means
Use it as a border or separator. In fixed-width text, stack │ for a terminal line, place it between table columns, or join it to corners and branches. The stroke should reach the cell edges so adjoining pieces appear continuous.
There was no one-off inventor. The family was assembled from national, vendor, and terminal character sets used prior to 1990, including IBM PC code page 437 and Videotex mosaics. Those sets drew interface borders in fixed cells; their descendants now serve terminal apps, plain-text tables, and diagrams.
Pipe character or box drawing?
This one is box drawing, not the ASCII pipe. │ joins matching lines; acts as punctuation or an operator. Fonts can draw them similarly, so check the character itself when alignment or code matters.

4Questions people ask
1Why does │ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
