What ╴ means

A leftward stroke for text diagrams. Box drawing builds borders, tables, and terminal panels from connected character cells.

Before 1990, terminals and computers used these pieces to draw lines on text-only screens. Related sets include DEC terminal graphics, mosaic-style Videotex screens, Chinese GB 2312 and Korean KS X 1001 character standards; Unicode brought these connected sets together for compatibility.

Technical diagram punctuation for terminals, tables, and text art.

Alone in a chat, it can read like a stray dash.

Why does ╴ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
