What ⠐ means
⠐ marks dot 5, not one fixed letter or word. In six-dot Braille, dot 5 sits midway down the right column. Unicode records the shape; a code assigns its reading.
Charles Barbier proposed raised-dot writing for blind or partially sighted people in 1815. His twelve-dot system was tried in 1821 at the Paris school where Louis Braille studied. Braille published his six-dot system in 1829; ⠐ is one pattern in it.
Does ⠐ mean a quotation mark?
Only in Braille ASCII. There, this cell maps to a printed double quotation mark; that computer-text convention is not a universal Braille reading.
