What ꩂ means
ꩂ marks the nasal that closes a Cham syllable.
Cham script developed from Pallava, an earlier South Asian script, around 200 CE. Early stone inscriptions preserve Cham and Sanskrit, an older South Asian language; later manuscripts carried the tradition forward.
Eastern Cham retains the script. In Cambodia, Cham Muslims shifted to Jawi, a writing system based on Arabic script, from the mid-19th century. By 2019, Imam San communities preserved Akhar Srak manuscripts as part of their identity.
Neutral in Cham writing; unexplained outside it.
Alone, ꩂ is hard to interpret without Cham context.

1Why does ꩂ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
