What ꩞ means

It marks a sentence break in Eastern Cham writing.

Cham writing is attested in Vietnam by the late 4th century.

The three marks belong to the wider danda tradition in scripts descended from Brahmi, an early South Asian writing system. The Cham script is used more in Eastern Cham communities; some Western Cham communities use Jawi, a script derived from Arabic.
