What ꮰ means
It represents one spoken syllable, tlo.
Sequoyah developed the Cherokee syllabary in the early nineteenth century to write Cherokee speech. A contested reading of carvings at Red Bird River Shelter interprets them as early experiments with that writing system. The syllabary later appeared in newspapers, legal and religious texts, lessons and digital writing; it also inspired the separate Cree syllabics system.

1Why does ꮰ show as a box on some devices?
Not every system ships a font for the Cherokee Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
