What ⓪ means
It is the digit zero styled as an ordered marker.
One documented use, reported by June 2026, is on questionnaire scales that start at zero. In a list, it can label the zero entry, separating it from nearby text.
What is the history of ⓪?
It belongs to older print and character-set traditions.
Zapf Dingbats, a typeface collection of decorative symbols, includes this circled zero. The wider family of enclosed letters and digits also draws on legacy East Asian character sets. Many small ordered sets of circled characters were intended as text bullets. In rich-text documents, list styling does that job; these characters remain for compatibility with older sets and occasional plain-text use.
Formal and diagrammatic: it marks a value in a sequence rather than carrying a mood.
A font without ⓪ may show a missing-character box; adding an enclosing circle to 0 is a different sequence and can render differently.

1Why does ⓪ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
