What ᪀ means
Tai Tham has separate digit sets: secular Hora and religious Tham.
In Laos, Tham writing was generally religious. In northern Thailand, it also signals regional identity and appears in legal, astrological, medicinal, poetic works, and chronicles.
The earliest dated Tham example is a 1376 inscription on gold leaf in two languages. By the 15th century, Tham also served local Tai and Lao writing. Tai Tham resembles Old Mon, an earlier writing tradition; resemblance alone does not prove descent. New Tai Lue, another Tai writing system, adapted its digits from Hora.

1Why does ᪀ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
