What ㊀ means
Unicode’s note glosses it as “symbol of unification.” Treat that as a possible association, not a fixed message.
Japanese maru-ichi (“circle-one”) came from an Edo daikagura lineage’s crest. Daikagura is a performance tradition with ritual lion dances and acrobatics. A dictionary’s earliest citation is 1765; it dates the word, not this glyph.
From 1888–1909, Japanese post offices used a maru-ichi date stamp, a divided circle showing office and date details. It shares the name, not the design.

1Why does ㊀ show as a box?
A font may lack the glyph and draw a box instead. The text still contains ㊀; plain 一 keeps the numeral but loses the circle.
