What ㊁ means
It is the circled form of 二. 二 is the East Asian character for two; ㊁ can label the second item in a list or sequence.
Why put 二 in a circle?
It was meant to mark list items. Unicode traces enclosed symbols to older East Asian character sets and says the ordered Han numerals one through ten were originally intended as numbered bullets.
Neutral and typographic: it labels an item in a sequence.

2Questions people ask
1Why does ㊁ show as a box on some devices?
Not every system ships a font for the Enclosed CJK Letters and Months block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
