What ⑬ means
It means number 13, used as a label. You'll meet ⑬ marking the thirteenth step in a manual or recipe, the thirteenth point on an annotated picture, or note 13 in a document. The circle sets the label apart from figures in the running text, so "⑬ 5 kg" is much harder to misread as "135 kg". It carries no standard hidden meaning when someone sends it.
It belongs to a series that runs from ① up to ㊿, and there is a separate black-disc version, ⓭.
Why is a circled 13 a character of its own?
Because Japanese and Korean computer character sets already had it. Japanese text has long used circled numbers, called maru-sūji, as numbered markers for steps, notes and answer choices, and the Korean standard character set carried ① to ⑮. Unicode took them in so text could pass between those older systems and Unicode without losing anything.
Neutral and practical: a numbered label.

3Worth knowing
- In Japan, ① to ⑳ were long "machine-dependent characters": a manufacturer's add-on that could show up garbled on other systems, so people avoided them in email. The JIS X 0213 standard added them in 2000, though some older email setups can still mangle them.
Questions people ask
2How high do circled numbers go?
Up to 50. ① to ⑳ came first, ㉑ to ㊿ were added later; there is no ready-made circled 51.
Why does ⑬ show as an empty box?
Your font lacks it. Try a font that includes it; Japanese, Chinese and Korean fonts often do.
