What ⑿ means
It marks the twelfth item in an ordered list.
The Unicode 16.0.0 Core Specification describes numbers enclosed in shapes as numbered bullets—marks for list items. It says parenthesized forms imitate typewriter versions of circled numbers.
The font sets its proportions. In East Asian text, software may count its width as one or two character spaces.
Why did ⑿ become (12)?
Compatibility normalization, a text-processing step that rewrites compatible forms into standard forms, can replace ⑿ with four ordinary characters: (12).
