What ⑪ means
It labels the eleventh item, step or point.
You can meet circled numbers in instructions, recipes, exam papers, diagrams with numbered parts and notes that refer back to “point ⑪”. In Japan and Korea they are one of the usual ways to number items in a document; elsewhere they show up as list markers and as callouts in manuals and diagrams.
Why is it a separate character at all?
Because older East Asian character sets already had it.
Japanese and Korean computer character sets included circled numbers ① to ⑳, and Unicode took them over from its earliest versions so old text could be converted. That is why the series in this block stops at ⑳. In Japan, circled numbers are still called “machine-dependent characters”: most fonts show them today, but some official forms and older systems reject or garble them, so government agencies advise avoiding them there.

Questions people ask
2Why does ⑪ show as a box?
Your font lacks it. The character is still in the text; switch to a font with enclosed numbers and it appears.
Can Word number a list with ⑪ automatically?
Not reliably. Automatic list numbering uses its own styles; for circled labels people usually type each character by hand.
