What ⦹ means
The circled perpendicular marks perpendicularity inside a circle. A MathML list (MathML is a web format for mathematical notation) glosses it as “perpendicular in circle.” That describes the shape; the surrounding formula and its author’s convention say what the sign stands for.
A 2011 post on LaTeX, a system for typesetting math, uses ⦹ for an orthogonal direct sum: combining spaces that are perpendicular to one another. That is one writer’s notation choice, not a standard definition.
Specialist math notation; the exact operation depends on the formula’s author.
Do not infer a standard operation from the shape alone.

1Why does ⦹ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
