What ⺋ means
It is the seal radical’s bottom-position form.
⺋ appears in radical tables and technical descriptions, not ordinary prose.
卩 appears in oracle-bone inscriptions (bones marked for divination) and on bronze objects. One reading sees a kneeling person; another, a joint. Shuowen Jiezi, an early Chinese dictionary, describes 卪 as a credential: a token of identity and authority.

1Why does ⺋ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
