What ⷸ means
ⷸ is the combining cyrillic letter djerv. Unicode classifies it as a combining mark, drawn on top of the character before it and files it in the Cyrillic Extended-A block; this site shelves it under European scripts.
Its appearance depends on the font and text styling.
How it is encoded
ⷸ is a single code point, U2DF8. In HTML that is ⷸ, and in CSS \2DF8.
Use it when reproducing a historical Cyrillic abbreviation.
Do not replace it with a standalone djerv or a modern Serbian letter.

1Why does ⷸ show as a box on some devices?
Not every system ships a font for the Cyrillic Extended-A block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
