What ⃓ means
It adds a short vertical stroke to the preceding character.
Write the base symbol first, then place ⃓ after it in the text. For example, A⃓ shows the order. The mark attaches to the base instead of taking its own text position.
Unicode 1.0 called it the “non-spacing short vertical bar overlay”; Unicode 1.1 listed that earlier name beside the current one. Different fonts can position this overlay awkwardly or omit it. The diagonal combining mark ̸ crosses the base at an angle.
A mark for mathematical and technical notation.
Alone, it has no base character to mark.

1Why does ⃓ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
