What ᷑ means
It abbreviates ur, or tur after a written t.
In medieval Latin manuscripts, dicit᷑ abbreviates dicitur (“is said”) and uocat᷑ abbreviates uocatur (“is called”). The sign compresses the ending; read it with the whole word and its grammar.
Medieval examples include a 2-like form and a sideways-s form, so this reference glyph does not show one fixed handwriting shape. A Unicode proposal also records the Old Norse abbreviation hallmund᷑ for hallmundur.
Place it after the letter it marks
᷑ is a combining mark: enter it immediately after the letter it belongs to. Alone, it may appear misplaced or be hard to see because no base letter anchors it.
Separate manuscript signs abbreviate us and is. The r rotunda, ᷣ, is another medieval scribal sign, not a spelling variant of ᷑.
A specialist mark for manuscript transcription, palaeography (the study of old handwriting), and font testing.
A 2-like manuscript shape is still an abbreviation, not the numeral 2.

1Why does ᷑ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
