What 𒐶 means
It means three buru: 30 bur of land area.
A buru is the larger area unit: one buru equals ten bur. So 3(BURU) names a measured quantity, not a free-standing numeral three.
Its history is field accounting, not abstract counting
Buru measures belong to early Mesopotamian land-area records, appearing in proto-cuneiform around 3300 BCE. Scribes used them for field accounting and surveying, including plans for seed, labor, and expected harvest.
Later mathematical and lexical traditions kept these units; mathematical texts also expressed them in sexagesimal, or base-60, notation. The buru series runs from one through five. Other area units include bur, eše, and iku.
Specialist and archival: it fits transcriptions of cuneiform land records.
For an ordinary count of three, use 3; this sign includes a land-area unit.
