What 𐠐 means
It writes the syllable le as part of a word.
A syllabary gives a written sign to a spoken syllable, often a consonant plus a vowel. The Cypriot script used such signs for Cypriot Greek, the Greek spoken on ancient Cyprus; 𐠐 supplies the syllable transcribed as le (l followed by e), while neighboring signs complete the word.
How did this Cypriot script develop?
It developed from Cypro-Minoan, an earlier Cypriot script. The earlier script is connected with Crete’s Linear A, another ancient writing system, though the exact relationship is debated. At Skales, near Palaepaphos, an inscribed bronze rod (an obelos) dated to the 11th-century BCE lies at a disputed transition: the writing is classified either as early Cypriot syllabic or as late Cypro-Minoan.
The syllabary recorded Cypriot Greek and, in some places, Eteocypriot, another language of ancient Cyprus. Inscriptions appear on tombs, dedications, coins, vessels and royal objects. In Hellenistic Cyprus—the period of Greek history after Alexander the Great—alphabetic Greek became dominant in official writing, and the syllabic script lost that official role.
Tone: specialist and historical. Used alone in a modern message, it points to the ancient Cypriot syllabary.
It spells a syllable, not an idea.

1Why does 𐠐 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
