What 𐠭 means
It contributes one syllable to a written word. Scribes joined such signs to spell words. The earliest reported evidence is a short inscription on bronze roasting spits from an 11th-century BCE tomb at Palaepaphos-Skales. The script continued through the first millennium BCE. A bronze tablet from the ancient city of Idalion preserves a legal record about physicians after a siege.
At Amathus, an ancient Cypriot city, scribes also used the syllabary for Eteocypriot. In the Hellenistic period, some inscriptions set alphabetic Greek beside it as the alphabet took over. The Cypriot syllabary is historically related to Cypro-Minoan and Linear B, but their signs are not interchangeable. Font support determines whether 𐠭 displays.

1Why does 𐠭 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
