What ⎖ means
It labels a function, not one fixed punctuation mark. The numeric keypad's decimal key can enter a comma or period, depending on locale and software.
Where did this neutral key mark come from?
Different number formats use different decimal marks.
ISO/IEC 9995-7, a keyboard-symbol standard, assigned the neutral mark in its 1994 edition. Its keyboard symbols connect to ISO 7000, the international system for equipment symbols; Unicode later included the character among keyboard marks.
