What ꣵ means
ꣵ marks a nasalized vowel held for two mora. A mora is one unit of vowel timing. The sign tells a reciter to preserve both the nasal quality and the length: two timing units.
Ancient Vedic phonetic treatises and medieval śikṣā manuals (guides to pronunciation and recitation) describe distinct nasal lengths. A proposal reproduces a manuscript example identified as Houghton Ms. Indic 62, folio 4 recto (the front of leaf 4). It encodes ꣵ as one precomposed character because combining a candrabindu with a separate digit could put the parts in the wrong positions.
Specialized Vedic recitation notation for nasal length, not a general-purpose candrabindu.
Do not read it as the plain candrabindu: ꣵ also signals two-mora length.
