What 𑤵 means
It changes the preceding consonant’s vowel to e. In Dives Akuru, 𑤵 follows a consonant inside the syllable; by itself, it is incomplete.
Dives Akuru developed from Evēla Akuru through the Brahmi and Grantha writing traditions; its closest relative is medieval Sinhala writing. Distinctive forms appear on Buddhist statues from the 9th–10th centuries; continuous records begin with copper-plate grants documenting official mosque work in the 12th century. Thaana emerged alongside it in the early 18th century and had replaced it for regular Dhivehi writing by the 19th century. Unicode represents manuscript styles from different periods with one character, so fonts can draw it in different shapes.

1Why does 𑤵 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
