x is not ranked after y under the stated relation.
Here, “succeeds” means follows or ranks after in an ordering the writer defines. The relation can be used for ordered sets or preferences; its definition tells you what property is being ordered.

Only when the writer defines ≻ as strict greater-than; then denying that relation includes equality. Otherwise, use the ordering’s stated definition.
Why does ⊁ mirror in right-to-left text?
It can: Unicode’s bidirectional text data pair ⊁ with ⊀ as mirror forms. A renderer applying that rule can show ⊀ in right-to-left text while the underlying character remains ⊁.
