What ፞ means
A vowel-length mark in Basketo spelling.
An Ethiopic syllable character combines a consonant and vowel; ፞ lengthens that vowel. A 1997 article suggested the dot system. A 2009 Unicode proposal cites Basketo, Gamo, and Gofa writing materials dated 2003–2006.
In Basketo, ፞ marks vowel length, ፟ consonant length, and ፝ both. To save space, the 2009 proposal encoded ፞ as a combining mark, adding length to a base syllable instead of requiring a separate character for each syllable. Attach ፞ after its base syllable; alone, it has no complete reading.

Questions people ask
1Why does ፞ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
