What ꬬ means
It marks one syllable.
Its series was included so existing Gumuz spellings and books could be written in Ethiopic.
Where does ꬬ come from?
The script has a much older history than this sign.
South Arabian script, an older writing system from across the Red Sea, is attested in Ethiopia in the pre-Aksumite period, before the kingdom of Aksum. Ethiopic later became a syllabic script used across languages. ꬬ is a later Gumuz addition for existing spellings and books; this older history belongs to the wider script, not this sign's first appearance.

Questions people ask
1Why does ꬬ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
