What ጵ means

It writes one syllable in the Ethiopic script.

The Ethiopic fidäl is an ordered syllable chart. ጵ belongs to the ጰ family, whose forms mark different syllables. In Amharic, Ethiopia is written ኢትዮጵያ.

Pseudo-Sabaean, a South Arabian-style consonant script, is attested in Ethiopia and Eritrea by the 8th/7th centuries BCE. The Ethiopic script grew from this tradition and appears in inscriptions from the first to third centuries CE. By the fourth century, it became an abugida: signs combine consonants and vowels. It first wrote Geʾez, then was adapted for Amharic, Tigrinya and Tigre.

Why does ጵ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
