What c means
It is the letter c in a full-width cell.
Zenkaku means full-width: the Latin letter is given the same two-cell width as a Japanese character in fixed-grid text. This spacing let Latin sit in line with Japanese writing and was carried through older East Asian encoding standards.
In 1978, Japan's JIS C 6226 standard arranged characters in a 9494 table; JIS X 0208 continued that system. Unicode preserves c for compatibility with older encodings. It has the same letter role and sound as c.
Technical; it marks width formatting, not a change in tone.
For ASCII-only fields, use c.

Not always. Compatibility normalization can fold the width distinction, while exact matching can keep the two forms distinct.
